Rural Water District 3, Washington County offers a wide variety of convenient payment options for our customers. Simply choose the option that best suits your needs.

 

Pay Online

Click the red "Pay Your Bill Now" button. The first time you will register; after that, payments are an easy 3-step process.

 

Pay By Smart Phone or Tablet

Download  "PSN Payments" from the App Store® or Google Play™. TIP: Go online the first time to create your payer profile. 

 

Pay By Phone

Call toll-free 877-885-7968. Make sure you have your bill handy to provide your customer account number.

 

By Paying Online, Mobile or Calling:

  • A $1.10 fee is charged for checking/savings payments; 3% (+.50 if under $100) is applied to credit/debit card payments.
  • You can pay immediately or schedule a payment for the amount of your bill.
  • You can print receipts, view past payments, and see the status of payments.
  • When making an online, mobile or telephone payment, your payment MUST be made by 7pm on the last business day of the month to avoid a late penalty.
  • The link on this website and the toll-free number listed here are the only approved methods of online, mobile or phone payments. If you choose to pay your bill through a third party you should be aware that we may not receive it in a timely manner. IF YOU ARE SUBJECT TO DISCONNECT, PLEASE ONLY USE ONE OF THE APPROVED METHODS OF PAYMENT TO AVOID DISCONNECTION.

 

*** PLEASE NOTE - We will not process credit/debit card phone payments at our office. To make a credit/debit card phone payment you must call 877-885-7968.

  

Payment By Mail

If paying by check or money order through the mail, please send all payments with your payment coupon. To avoid late fees, please mail your payment at least five-seven business days before the due date specified on your bill.

 

Automatic Bank Draft

The worry-free way to pay your water bill. With this service, the amount of your monthly bill is automatically deducted from your bank account and credited to your utility account. There is no set-up fee or charge associated with this method of payment. To set up Automated Bank Draft, simply download and fill out the Auto Draft Form below and drop it off or mail it to our office, along with a voided check. We must receive the form and voided check by the 5th of the month for the auto draft to be effective for that month's billing. If you need to STOP an auto-draft please contact our office at least 3 business days prior to the due date.

 

Payment Drop-off Location

You may pay your bill in person at our office address. We accept cash, check, money orders, and credit/debit cards. To avoid longer wait times, please note that the last business day of the month is normally very busy.

 

Payment Through Financial Institution Online Bill Pay

Many financial institutions such as major banks offer their customers the ability to pay their bills via an online bill payment service (through your bank's website). Normally, these services debit the customer's checking or savings account to pay the bill. Depending on the financial institution, they may or may not charge a fee for the service. Payments may take up to seven business days to post to the customer's account. Please consult with your bank for more information.

 

Locked Meter Policy

Payment is due by the last business day of the month.  All past due accounts are subject to cut off if not paid by the 5th of the following month. Including a  $50.00 delinquency fee added end of business the 5th of the month.  If you need to make a payment arrangement please call our office as soon as possible. If your meter has been locked due to non-payment - payment in full must be paid by 2:00pm to have the lock removed the same business day. If payment is received after 2:00pm the lock will be removed the next business day. It is our policy to remove the lock and turn on the water IF our representative is able to speak with someone at the property. If we are not able to speak with someone on the property, we will remove the lock and leave the water shut off at the meter. The resident will be responsible for turning the water back on at the meter. WE WILL NOT TURN ON WATER UNLESS WE SPEAK TO SOMEONE AT THE PROPERTY. Doing so could cause property damage if the water has been left on in the home.
